Brotman's new White Paper, Cable, Internet Access and the Commonwealth: Evaluating the Ballot Initiative's Impact on Government and Consumers, sheds light on complex issues for voters in Massachusetts regarding a proposed statewide ballot initiative to establish rules for high-speed Internet access.
