Biographical Narrative

Mr. Brotman has testified before the U.S. Congress and the FCC, and in federal and state trials as an expert witness. He is a frequent industry analyst for leading newspapers and magazines, including Fortune, The Los Angeles Times, The New York Times, Time, and The Wall Street Journal; and for Telecommunications Reports, the leading weekly publication on the telephone industry and Variety, the leading entertainment industry trade publication. He also has provided commentary on communications, information and entertainment industry developments for ABC's World News, This Morning, NBC's Today Show and NPR's Morning Edition. He appears frequently as a featured speaker at major industry conferences in the United States, Europe and Asia.

Mr. Brotman is a member of the State Bar of California, the Bar of the United States Court of Appeals for the District of Columbia Circuit, the American Bar Association and the Federal Communications Bar Association. From 1992 - 1995, he served as Chairman of the International Communications Committee, Section of International Law and Practice, American Bar Association. He also is the former Co-Chairman of the American Bar Association's International Legal Education Committee.

He served as a founding member of the Board of Editors of the Federal Communications Law Journal, and on the Editorial Advisory Boards of the High Technology Law Journal and the Transnational Data and Communications Report. Currently, he serves on the Editorial Advisory Boards of BNA's Electronic Information Policy & Law Report, EuroWatch; Economics, International Journal of Communications Law and Policy, and the Journal of Science and Technology Law, the first scholarly legal periodical to be published in CD-ROM format. He serves on the Educational Overseers Council of the International Engineering Consortium and as a member of the Communications Society of the Institute of Electrical and Electronics Engineers.

Mr. Brotman is a member of the National Advisory Council of the School of Communication at Northwestern University and is a member of the Advisory Board for Northwestern's interdisciplinary graduate Program in Telecommunications Science, Management and Policy. He serves on the Board of Directors of the Boalt Hall Alumni Association, University of California at Berkeley.

He also serves on the Academic Advisory Committee of the Civic Education Project, an international cooperation program of the Central European University in Budapest and Yale University that assists reform efforts in the social science departments of Central and Eastern European universities. He serves as a Senior Mentor of the Henry Crown Fellowship Program at The Aspen Institute, which is developing the next generation of community-spirited corporate and civic leaders for the 21st century. He is a member of the Board of Directors of the United States-Israel Science and Technology Foundation, the Cosmos Club and the National Press Club.

Mr. Brotman is listed in Who's Who in America, Who's Who in American Law, Who's Who in Finance and Industry and Who's Who in the World. He also is a recipient of the Northwestern University Alumni Merit Award for distinguished professional achievement.
